In general, with traffic exchanges, you need to spend a lot of time surfing if you're not an upgraded member and/or don't have a lot of credits.
The best things to promote in traffic exchanges are other traffic exchanges, business tools (systems, etc..), lead generation training, etc... You have to keep in mind that the vast majority of people using TEs are people that already have a business and/or something that they're promoting. They want help building their business, not another business to join.
This is why most people who lead with a business opportunity don't get great results. There's always exceptions to this "rule" because I knew a guy who totally built his biz opp (not SFI) using TEs but his landing page was different and it stood out and there weren't anyone using that kind of landing page.
Also, you want to be building your list when you use TEs and safelists. Once you got someone on your list, then you can build a relationship with them and then pitch your business opportunity.
