I have adopted the "wait and see" policy when I receive new PSAs or CSAs. When they get to 250VP threshold and I approach them in order to help them and when they don't respond I just move on with my business and act as if not as happened at all.

I think it is important to keep on communicating with EVERY member of your team whether they are active or not. Treat them as if they are as important as any one of your team. You can never tell when they might one day get curious and come back! Even those 'paid' to register can also get curious! Maybe they are not getting satisfaction with whatever they are doing and might want 'more'.
